Rijkswaterstaat is the executive agency of the Ministry of Infrastructure and Water Management. Every day, they work towards a safe, livable, and accessible Netherlands. Their activities range from protecting the country against flooding to promoting sustainable solutions that balance the economy, the environment, and quality of life.

One of Rijkswaterstaat’s key projects focuses on reducing noise pollution from roads, railways, and airports through façade insulation. As part of this façade insulation project, homes that experience noise pollution are inspected and, if necessary, provided with insulation measures. This project helps improve the quality of life for residents and minimizes the impact of traffic noise on their living environment.

The Challenge

Rijkswaterstaat required a centralized system to manage the properties (homes) included in the façade insulation project. It was essential to develop a platform where all data related to these properties, such as research findings and follow-up actions, could be securely stored and managed. Additionally, this data needed to be easily shared with supervisors visiting the homes on-site to inspect the insulation measures.

An additional challenge was to create a solution that enabled real-time synchronization between the central system and a mobile app for supervisors. Supervisors needed to be able to enter information on-site about the insulation of homes, document decisions, and instantly sync this data with the central property management system. Furthermore, the system had to automatically generate letters for residents and property owners, informing them of the results and planned measures.

Implementation of the IT solution

Innovine developed a centralized property registration and management system, integrated with a user-friendly app for supervisors. During their on-site visits, supervisors can enter data about the insulation status of homes. This information is immediately synchronized in real-time with the central system, ensuring accurate and efficient collaboration between office staff and field workers.

In addition, the system automates communication with residents through a letter-book module, which automatically keeps residents informed about the progress and planned insulation measures. Thanks to a phased implementation, the system was gradually rolled out without disrupting ongoing projects and was integrated with Rijkswaterstaat’s existing systems.
